Better explanation

I've updated the history section to reflect the second decrease in allowance, for which I don't have a date, and the restriction to "small" oil. Also the expansion in 2005. For neither of these do we have details. The article seemed to be a polemic against Big Oil and Big Government, not taking any account of the US's perceived need to gain some degree of energy independence, and so to encourage risk taking, nor reflecting the changes in the legislation which are briefly listed in the references.

The context of rising support for renewables is also not mentioned, although it is in the Mother Jones article, albeit without figures.
