[edit]The first Office of Science and Technology was formed in the United States in 1961, when President John F. Kennedy gave that name to the President's Science Advisory Committee started in 1951 by Harry S. Truman. (This is verifiable at the JFK Library website.) The American OST existed until President Richard M. Nixon abolished it in 1972. Then in 1976, the US Congress brought it back as the Office of Science and Technology Policy.
