Curb Safe Charmer, what makes you think it is ready for article space? In the past week alone it's been rejected by @Heliosxeros: @IVORK: and @Chrissymad:. @Jimfbleak: my reasoning is as follows:

52 edits, almost all by me, since the last decline including a range of new references with substantial coverage from Indian regional and national newspapers and scientific bodies;
Consensus in this MfD that the article in its new state would probably pass AfD
The expectation that, after being moved to mainspace, it would draw attention of other editors who would help further improve the article
