Well can we have a reference then? The encyclopaedia shouldn't have to rely on a user just stating something is true. The piece of legislation and the debate surrounding it, as described in the present version of the article, seem quite bizarre, and while it does seem just about plausible that this was the level of the debate, everything should be well-sourced.
