Novem Populania means New Settling and not Nine Peoples. Confusion is indeed possible, as the number 9 is often associated with the adjective “nine/new”. This name reflects the expansion of peoples from the north of Spain towards France (later corresponding to the boundaries of the “Duchy of Vasconia”).
