Merger proposal

@Grutness, Askhaiz, Tfolsoi, Tea with toast, Sketchmoose, and Vmenkov: I propose merging Jewish community of Nizhny Novgorod into Nizhny Novgorod Synagogue. There is significant overlap on content and the content in Jewish community of Nizhny Novgorod can easily be explained in the context of Nizhny Novgorod Synagogue, and a merge would not cause any article-size or weighting problems in Nizhny Novgorod Synagogue. This follows the normal process of having articles about a synagogue that embraces the congregation/community. The community is not notable in its own right to justify having its own article.
