Yes, it raises interesting copyright questions - was that site copied from Shqip wikipedia or vice versa? As to real-world identity, I believe it's better not to speculate; anyone could have copied stuff from that page and posted it here. But Koka11 probably has a conflict of interest at this article - he/she knows the subject well enough to have taken the portrait photograph.
