It’s not clear from the sourcing whether the topic of this article is a “New Islamic Civilisation” meaning a specific, defined programme (which might be notable), or a “new Islamic Civilisation” which is just a generic term and probably not notable. The fact that the phrase has been used in various speeches does not make it notable. What is it exactly? Where is it described in detail? What must be done to prepare for it? Looking through the sources and Google Scholar, it seems like this is the name of an ideological concept associated with Iran's current leadership, and it does appear to meet GNG. That having been said, the current revision of this article is hard to understand, and draws too heavily on sources close to the promoters of this philosophy.
