That 9 metre difference between lowest and highest is way out. The base flat area that most of the town sits at is close to the elevation of Stadtbergen (in the 480's metres range) but the highest points must be at least 50 metres higher - the Bismarckturm and Maria Loreto church both sit on hills that are enough of a hike to ascend to get you out of breath at least.
