Hello,

The article is in quotes, and is taken directly from a public domain source, a Department of the Navy OPNAV instruction. It appears this would be an exception to the cut and paste rule. The source is the most authoritative available information on the subject.

You are correct. This is probably not a copyright violation, because as an official memo from the us. government it is in the public domain. I have removed the speedy deletion tag.

However, as the article stands now, it is not encyclopedia. The text is just one long quote from an official Department of the Navy memo without adding anything. Runarb (talk) 14:22, 18 September 2013 (UTC)[reply]
