This paper has since been added as a reference, but none of its information seems to have made it into the actual article text yet. I'm marking the article as having NPOV problems; it also contains numerous links violating Wikipedia's external links guidelines, as well as copious weasel words that are more appropriate for promotional texts that for Wikipedia articles. I was doing some investigation about the background of NSDL and read National Research Council appears to have (or had) some significant roles in research-based design and over-site of the NSDL project. It seems to me that a reference to the fact that the National Research Council was involved in designing criteria for the library might help this article. "National Research Council to examine the feasibility of and issues associated with establishing such a digital national library. In response, an NRC steering committee commissioned a series of papers and convened a workshop to consider these issues. This resulting book delineates the issues that should be considered and provides recommendations to resolve them prior to committing funds". The book "Developing a Digital National Library for Undergraduate Science, Mathematics, Engineering and Technology Education: Report of a Workshop. Washington, DC: The National Academies Press, 1998" is freely available for download on the National Academies Press website http://www.nap.edu/ .
