Proposed deletion

I agree that this program is not actively pursued by the government as of now. However, the project is still alive. Please see the details under the title RuPay Contactless as NCMC specifications, in the website that is maintained by National Payments Corporation of India (NCPI)^[1]. So, I have removed the deletion proposal.
