I am reverting the latest edit by McTavidge because I believe his comments are unsubstantiated, and that this page should conform to the Wikipedia verifiability policy. I attempted to verify the entire page based on the NAIC's website (which is cited in the page) and do not believe the citation supports his statement. In fact, I have never heard the NAIC mistakenly referred to as a regulator. If McTavidge has a citation to the contrary I won't complain. Reasons are further explained at User_talk:McTavidge.
