I had a look and I think this happens because road cycling and mountain biking are considered two sports within the 2019 African Games website (you can see thirteen sports on the right side on this page: https://web.archive.org/web/20190925125243/https://www.jar2019.ma/resultats/eng/zz/engzz_general-noc-overview-namibia.htm) but they're both listed under "Cycling at the 2019 African Games" on this page.
