- Comment: Note: technically the source doesn't say that he was outside SoEI explicitly, but Jakarta is pretty obviously not within the SoEI. Kinda like saying "he was not in the USA" when the source says "he was in Beijing".

- Meets newness and length requirements. Despite relying largely on Agung 1996 I could not detect any close paraphrasing of the book (at least from spotchecking the pages Google Books allowed me to read). QPQ fulfilled. Well-cited and well-written with a neutral voice. Hook fact is directly in the article. I would recommend tweaking ALT0 a little bit, as "it" poses some ambiguity (did he form his cabinet without himself inside it, or did he form the cabinet outside SoEI?).
