Clarification

NURP was a research study on urban stormwater pollution, published by EPA. It was not, and is not, a policy document on land development. EPA and other federal agencies do not set general policy on land development; they do not have statutory authority. Land development planning is the purview of state and local governments. See Nationwide Urban Runoff Program for a little more info on the EPA report. This NURP page should be merged into the former. (I hope to expand the merged page when I get a chance.)
