2007 manifesto
[edit]I've added the 2007 manifesto to the introduction because this policy proposal was considered crucial for the DPJ's victory back then: it targeted the rural single-member consituencies that effectively are the districts that make the House of Councillors swing. There should be enough independent (scientific and media) sources out there that discuss this.
