The first or second sentence in the Article should say explicitly why the person is notable. And anything and everything in the Article must be properly sourced. And accusations against groups, especially accusations about murder, must have several reliable sources. Sources that contain just opinions and speculation should not be used whatsoever. The controversial nature of the Article, its lack of proper sourcing, and the external links to sources containing entirely, or mostly, speculation require that this article either be completely rewritten or just deleted. The article does not appear to be an article about "Joseph Rafferty", but an article about speculation that this individual may have been murdered by people with an association with Sinn Féin or the Provisional Irish Republican Army. Such accusations should not be included in Wikipedia unless they can be completely backed up. Just my humble opinion, take it for what its worth.
