This is a notable topic in the water treatment industry in Ontario, and other jurisdictions where this paradigm is used. This topic was linked to from some of the pages mentioned under "See Also", so I decided to create the article.
I adjusted the first sentence to include more jurisdictions using this framework. From a Google search, the Multi-barrier approach appears to be most prominent in Canada and New Zealand.
