No need to add on. I wrote a single paragraph at Illinois State Toll Highway Authority#Move Illinois Program that encompasses all of the pertinent details of this project. the specifics of each project, for example the construction of the interchange between I-57 and I-294, should be in the individual articles on each highway. I redirected the page to a section in the other article. There's a paragraph there that contains the important information that was in here. What was here before wasn't much. Most of the sections were single paragraphs, and each paragraph was a single sentence or two. If there's more to add, put it in the other article. If that section in that article gets too big, it can be copied back here.
On problem is that you weren't citing to sources from the news. WP:GNG, the General Notability Guideline says that to have an article, we should have "significant coverage in reliable sources that are independent of the subject". Web pages from ISTHA aren't "independent of the subject", and they aren't "significant coverage" either. If you had some newspaper articles talking about the project, then that might justify a separate article when there's more content. Imzadi 1979  02:23, 20 August 2014 (UTC)[reply]
