   Mostly as commented-out markup, I added the following justification (in which the portion appearing italicized on this talk page, was (on the accompanying Dab pg) inside comment markup [in] my new entry on the Dab pg.

is the defacto residence of a (probably largely rotating) staff of largely weather/climate researchers

-- in any case (i.e., whether or not they are so accounted for in the census) --
[regarding] this tiny area's 24/7 population in the summit's census-subdivision, it would be confusing not to mention them and their station,
[which] fits reasonably here in our hierarchy, and probably better serves our purposes.
But I [do] feel like a silly git for not thinking, earlier, [of] simply adding the observ'y as 1 [of] another kind (neither city/town nor nbrhood) of US pop'd areas. [blush]

I moved it into "Miscellaneous". The summit is in Sargent's Purchase, New Hampshire, which had a population of 3 at the 2010 census. While those three were probably all at the observatory, it's not listed by name in the Census data, so best to leave it in the "Miscellaneous" section with the other structures.
