It seems to me to be clearly an incomplete dab - whether it's a case for IAR is debatable, I guess. I have tagged it, but haven't nominated a solution, just tagged it for discussion/looking at solutions/consensus. This was previously merged, unopposed, to Monroe#Places, but I don't think anyone than me offerend an opinion one way or another. A separate Wisconsin section in the Monroe dab, with this title redirecting to Monroe#Wisconsin might be one idea.
