Mr. Dinstein

Did it pass? Is it law?

This article is super confusing written. Having now read it twice, I am still not sure whether it was passed by the European parliament and what the consequences of it is. Are member states required to implement it? The article also switches between 'European states' and 'member states', which is particularly confusing seeing as the ECTR is not a part of the EU. --Svippong 07:43, 7 June 2016 (UTC)[reply]
