Miss NY Teen USA was Tracy Ann Purdy. Denise Scales was 1st Runner Up. Because of a ruling by Universal and Miss USA, they made a ruling prior to Tracy Purdy winning the title at 14 years old that a 14 year old could not legally appear on national television in a swimsuit, as it was deemed child pornography. Tracy was able to keep the title of Miss NY Teen USA 1984, the crown, banner and prizes, but was not allowed to complete in the national pageant in Memphis.
