Update reference, and no citation for first sentence
[edit]Hello Wikipedians,
This article is really underdeveloped. There is barely any information present. To start off, it may be a good idea to update reference 4, as the source is several years old. Second, The first sentence of the article does not cite a source (unless the sentence afterwards is supposed to be that citation). I would suggest adding a citation for the first sentence (again, unless if the citation is already covered in the 2nd sentence).

I also found this article under-developed, so I attempted to improve it by citing US Code for definitions and the Federal Register for Executive orders. I do have an indirect interest in the article, as the US Coast Guard maintains a scholarship program available only to MSIs. Colinmacinnes (talk) 18:55, 27 December 2018 (UTC)
