IMHO it is wrong to speak of "The Minister of Worship", one should refer to "the minister in charge of worship". In actual facts, for decades no French cabinet member has held the title of "minister of worship". For instance, the current minister in charge, Alliot-Marie, has been appointed as "Minister of inner affairs, of overseas and local governments" ([ http://www.legifrance.gouv.fr/WAspad/UnTexteDeJorf?numjo=HRUX0710497D]
