- Simple water wheels use the effect of gravity on the weight of the water in the buckets. The power is determined by the height that the water falls (wheel diameter) and the weight of water falling in a given time (flow volume). This has nothing to do with "increasing the speed of the water ... so that it would have adequate force to turn the mill".
