Maybe the lead can mention his foreign education. A potential addition could go like this: "Educated in Spain, at the University of Seville, Azucuenaga began his military career at a young age..."
The rest is good.

Infobox

The image is good, if Argentina signed the Berne Convention, assuming the photo was taken in/by Argentina/by an Argentinian. The rest of the infobox is okay, but I need a wikilink to the cemetery's article. Everything else passes.

Viceroyalty of Rio de la Plata

"Miguel de Azcuénaga was born in Buenos Aires on June 4, 1754." Ref for this.
"He donated as well $1,000,000 to build a navy..." How about "He further donated", or "He also donated"?
Everything else is good, but please remember to wikilink all geographic mentions at least, but no more than, once.

Argentine War of Independence

"A common accepted theory considers it to be a balance between Carlotists and Alzaguists." Was Azcuenaga a Carlotist or an Alzaguist?
"Although he opposed the expansion of the Junta into the Junta Grande he voted for..." Comma after Grande.
When did his political career end. The article makes no mention of this event, it just jumps from mentions of the Congress to the Brazil negotiation period.

Later life

"In 1828, aged 74, he took part in the peace negotiations with the Empire of Brazil after the end of the Argentine-Brazilian War, which led to the creation of the state of Uruguay." Ref for this line.
Everything else is good.

Conclusion
