unclear expression

What does "settled the bill of law" mean? Does it mean that he wrote the bill, or does it mean that he enacted it, being the appropriate statutory authority? Or maybe it means something else?

As it stands, the phrase is unclear and I don't know how to figure out the real meaning, without sufficient background knowledge of the Kingdom of the Two Sicilys. Any suggestions? Bazuz (talk) 09:25, 26 May 2011 (UTC)[reply]
