I can find no record of him as an MP .... but a Google search threw up some business info on him at http://www.foreignandcolonial.com/aboutus.asp?pageId=1.2 :

Appointed to the Board in March 1998, is Chairman of the Private Equity Committee and represents the Company's interests on the advisory committee of it's Private Equity Managers. He joined the stockbroking firm, Buckmaster & Moore, in 1968 and moved to Smith & Williamson in 1974 where he was subsequently chairman and to which he is now a consultant. He was also chairman of Smith & Williamson Investment Management Ltd for seven years. He has been advising private clients and families on quoted and unquoted investments and property portfolios for 35 years. He is chairman of JP Morgan Fleming Claverhouse Investment Trust Plc. Age 59#
The PDF at http://www.mgi-ltd.co.uk/MGI%20proposed%20Scheme.pdf suggests that he was a Lloyd's name, although I am not quite that I am interpreting it correctly:
Jonathan Ling, and subsequently, Robin West, represented Lloyd's Names who were holders of Personal Stop Loss ("PSL") policies on the Committee. Mr West resigned from the Committee in April 1999 and since then the Joint Provisional Liquidators have had extensive communications with the PSL Policyholders Association, its chairman, Sir Michael Bunbury Bt, and its lawyers.
