I generally think the context of the above article, cited in this wikipedia entry I disagree with, is actually sharing my opinion on Bolivia.
I disagree with this statement because Bolivia has generally distanced themselves from UNASUR, the Andean Community of Nations which originally were the top half, and bilateral ties with sovereign neighbors in the Andean due to border disputes.
Bolivia also does not have any other major international/intergovernmental membership to improve status as a moderator.
Ecuador would be a better example of a mediator due to being a veteran member in OPEC (which Venezuela is also part of), a strong supporter of anti-drug cooperation with the USA, and no major sovereign border disputes.
Bolivian leadership also appears confused to its core institutions, from changing the constitution to protect native rights, to attacking these very same natives once in power.
