Maru (まる) character in Japanese language?

I have no idea of Japanese. As far as I can understand maru (まる) means circle, right and zero.

What I don’t understand is the following issue. Are you sure that maru (まる) as circle is character ◯ (U+25EF) and not 〇 (U+3007)?
