Not High Commissioner in Uganda

Deleted reference to Buckmaster being High Commissioner in Uganda, since it doesn't appear that he was, e.g. his Who's Who entry doesn't mention it. The Telegraph obituary may be missing the word 'deputy'. The British High Commissioner at the time was David Scott.
