Mark Holland (politician) → Mark Holland (American politician) – Existing title is incomplete disambiguation, because the Canadian federal MP who holds primary topic for the name is also a politician. So just because the Canadian one is using the undabbed title does not mean that the disambiguator "politician" is still free for other less prominent politicians to take — the mayor still has to be disambiguated as fully as he would if the Canadian MP had a disambiguator in his title, because "politician without a specified nationality" still ambiguously means both of them.
