I have changed "the plan of the historic city center of Oulu" to "an administrative and cultural center for Oulu" in line with the source. The project included the theatre and library and a city hall which was not built, all located on an island. According to the article on Oulu, the historic city center of Oulu was planned by Carl Ludvig Engel following a fire in 1822. TSventon (talk) 15:10, 3 February 2024 (UTC)[reply]
