"Human Life Amendment" vs "'Life Begins at Conception' Amendment"

In the interest of ending the burgeoning EDITWAR here, I'm turning to the talk page to discuss what to call 2014 ND Measure 1, the summary text of which follows:

This constitutional measure would create and enact a new section to Article I of the North Dakota Constitution that would state “The inalienable right to life of every human being at any stage of development must be recognized and protected.”

Because I feel the title used in this article, "Human Life Amendment", is needlessly vague, unfamiliar to this North Dakota voter, and renders a judgement on the human life status of fetuses, I wanted to change it here. To determine a title, I looked to Ballotpedia (a web site of which I am not a member). They call it "North Dakota 'Life Begins at Conception' Amendment, Measure 1 (2014)". [1] However, Dakotapastor thinks that name also violates Wikipedia's NPOV policy, and has reverted my edits to this article to change the name in that way. If someone here (including Dakotapastor) has a better idea for a name that satisfies all, I would like to hear it. Human Life Amendment

The primary organization which opposed Measure 1 simply referred to it as Measure 1 or Constitutional Amendment Measure 1. [2] Every organization which supported Measure 1 referred to it as the Human Life Amendment.
