- @In ictu oculi: "Technical move request" is for clear-cut cases of mistake in name or crystal-clear need for move due to technical limitations. Claiming this is "primary topic" or not is out of that scope. Interpreting guideline WP:NCF and determining "no primary topic" for so- so title is handled through discussion not technical request venue. Once there's element of doubt in technical request, the wise thing to do is initiate discussion. –Ammarpad (talk) 23:20, 13 March 2018 (UTC)
