I'll try to explain. First, there is no "you guys". There is no Wikipedia staff, no central editorial authority. All the content on Wikipedia was created by Wikipedia users. Anyone can edit, including you. All the agents responding to these emails are also volunteers who do this in spare time. My actual profession is a project manager for a high-tech company. I edit Wikipedia in my spare time and I'm taking a short work break right now to write this email to you.
Here is what happened: Some years ago, a few editors were expanding the article on Canarsie. They added a list of notable Canarsie citizens, making sure to link each name on the list to an existing Wikipedia article. Someone added Joseph Rizzo and linked the name to https://en.wikipedia.org/wiki/Joseph_Rizzo -- but didn't notice that our article on "Joseph Rizzo" is about an 18th century philosopher. Someone else noticed this later, and removed the name from the list, because obviously it isn't the same Joseph Rizzo! There's another article https://en.wikipedia.org/wiki/Joe_Rizzo about a former Denver Broncos linebacker... also not the same person as the Joe Rizzo in Canarsie.
None of this was done out of malice, it was all done in good faith. Simply put, an honest mistake was made in listing his name in the first place (because there was no article available on Wikipedia to link his name). Someone noticed later and corrected the error by removing the name.
If the notability of Joe Rizzo in Canarsie can be demonstrated according to Wikipedia's notability criteria (which evolved by community consensus, not by any editorial oversight body), then of course an article can be created about him and he can be added to the list in the Canarsie article.

[edit]According to the guidelines published by Wikipedia regarding notability for a Biography, this biography does not comply, " a person is notable if they have received significant coverage in multiple published secondary sources that are reliable, intellectually independent of each other and of the subject..." The phrase a number of may be wordy. Consider changing the wording. "She has also appeared in a number of television commercials and magazine ads." => "She has also appeared in several television commercials and magazine ads."
