There's a line in [1] that they have "defeat" capabilities for a Facebook format. "Defeat" capabilities means that they can filter out certain unwanted data. The only reason I can think of that they needed to mention that in a WINDSTOP status update is that they have raw access to internal (private cloud) data for Facebook. (They listed a bunch of "defeats" for Google as well in another MUSCULAR/WINDSTOP document.) What I suspect that means is that some other WINDSTOP program targets Facebook.
