Name change?

The name change from Luis de Velasco to Luis de Velasco y Ruiz de Alarcón should have been discussed beforehand. Articles typically use the name best known by the public. I don't see any indication that the new name is the one by which the subject is best known. In fact, I don't see any evidence that Luis de Velasco y Ruiz de Alarcón is his correct full name.
