As noted in the citation from theBluejackets Manual, a ship'sLucky bag was the lost and found for articles found adrift. What made it "lucky" was its being the source for outfitting a newly recruited (or impressed) hand who lacked suitable clothing and other personal equipment. I believe the term to be common to all English speaking ships rather than just the RN AND USN. <This was "Plebe knowledge" I learned at the Naval Academy.>
