Technically if you study the text he is referred to as the "Procurator of The Republic" Procurator was a from of Governor in the Roman Empire.

Arthur's finale days are variously dated in the oldest Welsh Sources to between 535 and 542 AD. It was at this time that the Eastern Roman Emperor Justinian had reconquered Italy, and was wanting to reconquer the whole Roman Empire. And he is known to had Demanded Tribute from a Frankish King exactly as is recorded being demanded from Arthur.
