Once and for all: Lower Lorraine was east of the river Scheldt in the Holy Roman Empire.
West of the Scheldt the largest part of the County of Flanders which belonged to the Kingdom of France could be found.
A small part of Flanders ('s Rijks Vlaanderen) laid east of the Scheldt but it belonged to the Holy Roman Empire.

I think Lorraine is a confusing term for this period and not the one normally used by historians writing in English. Lotharingia would be better? For the time being WP is inconsistent, but I think most better articles also use Lotharingia.
