The U.S.Navy had a similar rule (10% naval power loss for every 1,000 nautical miles distance to one's harbour) during the Interwar Years (20's, 30's). I doubt that Boulding's concept deserves an own wiki entry. The article should become more general. Lastdingo (talk) 22:13, 31 October 2009 (UTC)[reply]
