"in '90" vs "in the '90s"

Liviut11101 claims on his talk page that, in Romanian, "ani nouzeci" (the nineties) can be written as '90
. In other words, when he says in the interview "Am plecat în Marea Britanie în ‘90," he means at some point in the 90s, which really kinda defeats the point of using that bit to establish age.
I don't know Romanian, so I'm not really in a position to say that's right or wrong. If someone here knows Romanian or wants to find another user who does, that'd be grand.
Now, I've responded to past legal threats by WP:REFBOMBing the ever-loving hell out of the contested material and I generally support that course of action. But using a single source that says "arrived in the UK in year X at age Y" to conclude that he was born in either of two years strikes me as a bit close to original research, and I'm not sure what it adds to the article. - I was bold and removed it until a trusted editor with a knowledge of Romanian can confirm it. It's better safe than sorry when it comes to BLPs, but I won't object to anyone reverting my removal. byteflush Talk 02:34, 28 June 2018 (UTC)
