is this list really definitive? heath hayes has more people than norton canes.

I wouldn't say the list is definitive but there or thereabouts. The data is obviously 10 years out of date until the new census data is released. I think Heath Hayes is included in the Cannock population as it is a suburb of Cannock.

The point is that it isn't included in the figures for cannock. The figures for Cannock are those for the four wards that form Cannock Town and it isn't a suburb either it's a village in its own right with Hawks Green, Heath Hayes East and Wimblebury the constituent parts.
