Inclusion criteria

We need defined inclusion criteria. Edits such as this and these are adding a number of somewhat minor areas to the list. Where will it end? To Bolton, I could add Breightmet, Burnden, Daubhill, Deane, Doffcocker, Gilnow, Great Lever, Haulgh, Heaton, Mill Hill, Rose Hill, Springfield, Tonge Fold, Tonge Moor, Victory and innumerable other names found only on bus timetables or in historical documents; but I won't. --Redrose64 (talk) 20:42, 14 August 2012 (UTC)[reply]

I suggest settlements with a discernible town centre or notable civic building(s). So Radcliffe, Greater Manchester is fine but Stoneclough is not. Parrot of Doom 21:15, 14 August 2012 (UTC)[reply]
I don't think there's much argument over your first example, but the second (Manchester) is more problematic. Why, for example, should Blackley be included, but neither Gorton nor Levenshulme? The last two were independent towns (urban districts) prior to incorporation into the city, and are just as relevant as Blackley (which was a civil parish).
