Elected or not ?

From how I understand what is stated in page Mayor (France), Mayors were elected from 1871 onwards. The present writing seems to imply that Mayors from the first set were not elected. Moreover, the French page fr:Liste des maires de Grenoble is more evasive on the topic, since the sections are cut by centuries. Adopting a more prudent naming scheme for the sections.
