William Abbott as Mayor of Madras (1797)

Was William Abbott (the first consular agent of the American Consulate in Madras) Mayor of Madras at any point in the history of Madras, as this article (The American Presence) says? If so, can we include him in the list? The article says that he served as Mayor in 1797. Rasnaboy (talk) 17:03, 19 October 2012 (UTC)[reply]
