James Delaney?

There was a James Delaney that had served as Anchorage mayor from 1929 - 1932. There was also a James Joseph Delaney (1901 - 1987) was a Representative from New York.

Beside James Delaney, I added (mayor). James Delaney which is James Delaney (mayor).

Rewrote the opening text to flow better and to be less misleading (Anchorage was never a "City and Borough" as is, say, Juneau)
Split the list into three to clarify the different and overlapping political entities
Merged the term began/term ended columns into one term column
Expanded some of the older names where there were only initials
